IRS did not apply refund to estimated taxQ.On my tax return for this year, I made clear that I wanted my refund applied to my estimated tax for 1999. Last week, instead, I received a refund check from the IRS. I don't want to be charged for what would now be late payment of my April 15 estimated tax because the IRS screwed up. How should I handle this complaint? A.Send the check back with a note containing your taxpayer id number (SSN) and the estimated payment it should be applied to. Also indicate that this is the action you requested on your tax return. The IRS will then reverse the check, then transfer the credit forward as if it happened on 04/15. Try calling the IRS's Customer Service Division at 1-800-TAX-1040. They will tell you the proper action to take. If proper action is taken by you now there will be no penalty, the error is the IRS's not yours.
